TOP FUNDING OPTIONS — NEWFOUNDLAND AND LABRADOR
01 — SPECIAL ASSISTANCE PROGRAM
Provincial Medical Equipment & Supplies Support
The Special Assistance Program, funded through the Newfoundland and Labrador Department of Health and Community Services, is the primary provincial medical-equipment pathway to explore for individuals who require equipment to support activities of daily living.
The program provides eligible individuals living in the community with basic medical equipment and supplies. Provincial information specifically identifies equipment such as wheelchairs among the types of medical equipment that may be available through the program. (Government of Newfoundland and Labrador)
Who May Qualify
Eligibility is determined individually according to provincial program criteria.
The program is intended for Newfoundland and Labrador residents who:
-
Live in the community
-
Meet applicable program eligibility requirements
-
Have a demonstrated need for eligible medical equipment or supplies
-
Meet any applicable financial or health-related criteria
-
Receive authorization for the requested equipment
Potential xROVER Pathway
For a family considering xROVER, the first step should be to determine whether the individual’s documented mobility needs and recommended adaptive equipment can be considered within the program.
Supporting documentation may include:
-
Diagnosis and functional mobility information
-
Current mobility equipment
-
PT / OT or other healthcare professional assessment
-
Clinical justification for specialized mobility support
-
Recommended xROVER configuration
-
Official equipment quotation
-
Explanation of why existing equipment does not fully meet the individual's functional needs
xROVER Funding Note
xROVER is not automatically covered or approved under the Special Assistance Program.
The program is designed around defined medical-equipment benefits, and the province determines which equipment and supplies are covered. An xROVER request would therefore require individual review and confirmation that the requested adaptive mobility solution meets applicable program requirements. (Government of Newfoundland and Labrador)
BEST FIRST STEP:
Speak with your healthcare professional and Newfoundland and Labrador Health Services about whether specialized adaptive mobility equipment may be considered under the Special Assistance Program.

02 — SPECIAL CHILD WELFARE ALLOWANCE PROGRAM
Provincial Support for Children with Disabilities
The Special Child Welfare Allowance Program (SCWA) is an important provincial pathway for families raising a child with a disability at home.
The program assists with the cost of services and supports for families with a child under 18 years of age who has a physical or intellectual disability and lives at home.
Importantly, provincial guidance states that the assistance is designed to help families purchase items and/or services that are necessary because of the child's disability. (Government of Newfoundland and Labrador)
Who May Qualify
The program is intended for families with:
-
A child under 18 years of age
-
A physical or intellectual disability
-
The child living at home with the family
-
Disability-related needs resulting in additional necessary costs
-
Eligibility under the program's financial needs assessment
The amount of monthly assistance available to each family is determined through a financial needs test. (Government of Newfoundland and Labrador)
Potential xROVER Pathway
For an xROVER family, this program may be worth exploring when the adaptive mobility need creates disability-related costs that are not adequately addressed through another available program.
A potential request may be supported by:
-
Documentation of the child's disability
-
Functional mobility assessment
-
Description of current mobility limitations
-
PT / OT or physician recommendation
-
Explanation of the disability-related need for adaptive mobility
-
Recommended xROVER configuration
-
Official quotation
-
Information about other funding sources already explored
xROVER Funding Note
The Special Child Welfare Allowance should not be presented as guaranteed funding for an xROVER purchase.
The program provides individualized financial assistance for disability-related items and services, and the level of assistance is subject to eligibility, assessed need and financial circumstances.
Families should also explore whether the requested equipment falls more appropriately under the Special Assistance Program before relying on SCWA as the funding pathway.
BEST FIRST STEP:
Families should contact Newfoundland and Labrador Health Services in their area to discuss eligibility and determine whether the child's adaptive mobility need may be considered through the program. (Government of Newfoundland and Labrador)

03 — EASTER SEALS NEWFOUNDLAND & LABRADOR
Adaptive Equipment, Equipment Loans & Funding Opportunities
Easter Seals Newfoundland & Labrador (ESNL) is a particularly relevant community resource for xROVER families because the organization specifically recognizes adaptive strollers and outdoor adaptive equipment as important equipment for people with disabilities.
Its programs provide several different ways for families to access adaptive equipment. (Easter Seals NL)
Linda's Equipment Crossing
Through Linda's Equipment Crossing, Easter Seals NL makes donated used assistive and adaptive equipment available free of charge.
The program specifically identifies adaptive equipment including:
-
Strollers
-
Bikes
-
Sleds
-
Wheelchairs
-
Walkers
-
Scooters
-
Other assistive equipment
Equipment is generally provided on a first-come, first-served basis and may be borrowed for as long as the individual needs it. (Easter Seals NL)
This is particularly relevant to the xROVER mission because Easter Seals reports that families have used equipment for travel, family adventures and inclusive school field trips, and some families have borrowed equipment on a trial basis before making a larger investment. (Easter Seals NL)
Adaptive Outdoor Equipment Loan Program
Easter Seals NL also operates a separate Equipment Loan Program focused on outdoor recreation.
Adaptive equipment such as TrailRiders, Hippocamps, Ice Sledges and Snowcoaches is available for short-term use. The program is offered free of charge to Easter Seals participants as well as members of the general community. (Easter Seals NL)
Equipment Funding Opportunities
Easter Seals NL also periodically administers external equipment-funding opportunities.
For example, its current Slaight Family Foundation equipment initiative provides eligible registered Easter Seals NL members under age 29 with potential funding of up to CAD $2,500 per participant for accessibility and technology equipment. Applications require a vendor quote, with a healthcare professional letter also required in the process. Funding is limited and subject to the funder's criteria and available allocation. (Easter Seals NL)
Potential xROVER Pathway
Depending on the current program and individual circumstances, an xROVER family could explore Easter Seals NL for:
-
Adaptive stroller or mobility equipment
-
Available used adaptive equipment
-
Outdoor adaptive equipment access
-
Trial or temporary equipment needs
-
Current equipment grants or third-party funding opportunities
-
Assistance identifying other equipment resources
xROVER Funding Note
Easter Seals NL does not automatically fund or supply xROVER equipment.
Linda's Equipment Crossing is primarily based on donated used equipment, the outdoor Equipment Loan Program uses equipment already held by Easter Seals, and equipment grants are subject to separate funding availability and eligibility requirements.
However, because Easter Seals NL explicitly works with adaptive strollers and outdoor adaptive equipment, it is an excellent secondary resource for Newfoundland and Labrador families to explore. (Easter Seals NL)

WHICH FUNDING PATH SHOULD YOU START WITH?
Not every funding program is appropriate for every family — and xROVER funding is never guaranteed.
The most appropriate pathway may depend on the individual's age, diagnosis, functional mobility needs, current equipment, professional recommendations, financial eligibility and whether other provincial, insurance or community resources have already been explored.
For medical equipment needs, families should generally explore the Special Assistance Program first. For a child under 18 living at home, the Special Child Welfare Allowance Program may provide an additional provincial pathway. Easter Seals Newfoundland & Labrador can then provide an important community-based resource for adaptive equipment access and selected funding opportunities. (Government of Newfoundland and Labrador)
xROVER USA can help families identify potential funding pathways and organize the information needed to begin the process.
