TOP FUNDING OPTIONS — NORTHWEST TERRITORIES
01 — EXTENDED HEALTH BENEFITS (EHB)
Territorial Medical Supplies & Equipment Coverage
The Northwest Territories Extended Health Benefits (EHB) program is the primary public-benefit pathway to explore for eligible NWT residents who need medical supplies or equipment not covered by the standard NWT Health Care Plan.
The program provides eligible residents with access to Medical Supplies and Equipment Benefits, along with other supplementary health benefits. (Hss Government of Northwest Territories)
Who May Qualify
Coverage is available to eligible NWT residents with a valid NWT Health Care Card who do not receive comparable benefits through another applicable program, employer plan, or private insurance.
Coverage varies according to household income and age.
Current EHB coverage includes:
-
Low-income families: eligible medical supplies and equipment at no cost-share
-
Seniors age 60+: eligible medical supplies and equipment at no cost-share
-
Other eligible families: medical supplies and equipment may still be covered, with cost-sharing depending on income. (Hss Government of Northwest Territories)
Medical Equipment Coverage
EHB covers prescribed medical supplies and equipment included in the applicable NIHB Medical Supplies and Equipment Guide and Benefit List. (Hss Government of Northwest Territories)
For higher-income families subject to cost-sharing, the current structure may cover 75% of eligible medical supplies and equipment costs, with the family paying 25% until reaching its applicable annual family maximum. Current family maximums range from CAD $500 to $1,500, depending on income. (Hss Government of Northwest Territories)
Potential xROVER Pathway
A potential adaptive mobility request may involve:
-
Documented long-term mobility impairment
-
Current mobility equipment
-
PT / OT or other recognized healthcare professional assessment
-
Functional mobility and positioning requirements
-
Medical justification for specialized mobility equipment
-
Recommended equipment/configuration
-
Official quotation
-
Prior authorization where required
The NWT provides a specific Medical Supplies and Equipment Prior Approval process for equipment requiring authorization. (Hss Government of Northwest Territories)
xROVER Funding Note
xROVER is not automatically covered or approved through Extended Health Benefits.
Because EHB follows defined medical-supplies and equipment benefit criteria, the specific xROVER configuration would need to satisfy the applicable clinical, equipment, prescriber/provider and prior-approval requirements.
Families should not purchase an xROVER expecting reimbursement before eligibility and coverage have been confirmed.
BEST FIRST STEP:
Speak with your healthcare professional and the NWT Extended Health Benefits program about whether your documented adaptive mobility needs may qualify under the Medical Supplies and Equipment benefit.

02 — NON-INSURED HEALTH BENEFITS (NIHB)
First Nations & Inuit Mobility Equipment Coverage
For eligible First Nations and Inuit residents of the Northwest Territories, the federal Non-Insured Health Benefits (NIHB) program is an important alternative to EHB.
NIHB provides eligible clients with coverage for a range of health benefits not otherwise covered through provincial/territorial health insurance, private insurance or other programs.
Importantly for xROVER families, NIHB maintains a dedicated Mobility Equipment and Supplies Benefits List.
Mobility Equipment Coverage
The current NIHB Mobility Equipment and Supplies Benefits List includes defined categories of mobility equipment and associated services.
Coverage operates according to specific:
-
Equipment benefit codes
-
Clinical eligibility criteria
-
Recognized prescribers and recommenders
-
Provider requirements
-
Prior-approval requirements
-
Replacement guidelines
-
Pricing and benefit policies.
Who May Qualify
This pathway applies specifically to individuals who meet NIHB client eligibility requirements, including eligible registered First Nations and recognized Inuit clients.
In the Northwest Territories, NIHB is administered in coordination with NWT health services for eligible residents. (Hss Government of Northwest Territories)
Potential xROVER Pathway
A potential adaptive mobility request may involve:
-
Eligible NIHB client status
-
Documented functional mobility impairment
-
PT / OT or other recognized professional assessment
-
Clinical justification
-
Current mobility equipment
-
Positioning and safety requirements
-
Recommended adaptive mobility solution
-
Appropriate prescription/recommendation
-
Prior approval where required
xROVER Funding Note
xROVER is not automatically an NIHB-approved mobility device.
The specific requested equipment must satisfy the applicable NIHB mobility-equipment category, clinical criteria, provider requirements and prior-approval process.
The current mobility benefit list became effective July 29, 2026, so families and professionals should use the current NIHB requirements when preparing an equipment request.
BEST FIRST STEP:
Eligible First Nations and Inuit families should work with their PT, OT, healthcare professional and NIHB/NWT benefits coordinator to determine the appropriate mobility-equipment category and whether the proposed adaptive mobility solution can be considered.

03 — NWT MÉTIS HEALTH BENEFITS PROGRAM
Métis Medical Equipment & Mobility Coverage
The NWT Métis Health Benefits (MHB) Program provides supplementary health benefits to eligible Indigenous Métis residents of the Northwest Territories.
The program is sponsored by the Government of the Northwest Territories and provides benefits beyond standard hospital and medical-care insurance, including Medical Supplies and Equipment. (Hss Government of Northwest Territories)
What Equipment May Be Covered
This pathway is particularly relevant because the program specifically identifies medically necessary equipment such as:
-
Wheelchairs
-
Walkers
-
Orthotics and custom footwear
-
Prosthetics
-
Other eligible medical supplies and equipment. (Hss Government of Northwest Territories)
Eligible equipment must be medically necessary and provided in Canada.
A prescription or written order from a recognized healthcare professional is required, and many medical-supply and equipment items require prior approval before coverage is provided. (Hss Government of Northwest Territories)
Who May Qualify
Current eligibility requirements include:
-
Permanent Northwest Territories residency
-
Valid NWT Health Care Card
-
Métis identification
-
Meeting the program’s Indigenous government/organization membership requirements
-
Not being registered under the Indian Act or recognized as an Inuk through an Inuit land claim organization. (Hss Government of Northwest Territories)
The program is administered through Alberta Blue Cross on behalf of the Government of the Northwest Territories. (Hss Government of Northwest Territories)
Potential xROVER Pathway
A potential request may involve:
-
Confirmed MHB eligibility
-
Prescription or professional recommendation
-
Functional mobility assessment
-
Existing mobility equipment
-
Clinical justification for adaptive mobility
-
Recommended xROVER configuration
-
Official equipment quotation
-
Prior authorization
xROVER Funding Note
xROVER is not automatically covered or approved through the Métis Health Benefits Program.
The fact that the program covers medically necessary mobility equipment such as wheelchairs and walkers establishes a relevant equipment-funding pathway, but does not establish eligibility for a particular xROVER model.
The specific equipment must meet the applicable medical-necessity, benefit, pricing and prior-authorization requirements.

WHICH FUNDING PATH SHOULD YOU START WITH?
Not every funding program is appropriate for every family — and xROVER funding is never guaranteed.
In the Northwest Territories, the correct starting point depends heavily on the individual's existing health-benefit eligibility:
NWT resident eligible for EHB
→ Extended Health Benefits (EHB)
Eligible First Nations or Inuit resident
→ Non-Insured Health Benefits (NIHB)
Eligible Indigenous Métis resident
→ NWT Métis Health Benefits (MHB)
These programs are therefore better understood as alternative coverage pathways rather than three grants that a family would normally combine. The GNWT itself distinguishes EHB from comparable MHB and NIHB coverage in this way. (Hss Government of Northwest Territories)
For an adaptive mobility request, the next steps generally involve:
1. Determine the correct benefit program
↓
2. PT / OT or Healthcare Professional Assessment
↓
3. Establish Functional & Medical Need
↓
4. Identify the Applicable Mobility Equipment Benefit
↓
5. Obtain Prior Approval Before Purchase
xROVER USA can help families identify potential funding pathways and organize the information needed to begin the process.
