01 — ASSISTIVE DEVICES PROGRAM (ADP)
Provincial Assistive & Mobility Equipment Funding
Ontario’s Assistive Devices Program (ADP) is the primary provincial funding pathway to explore when an individual requires eligible assistive or mobility equipment because of a long-term physical disability.
The program helps Ontario residents with long-term physical disabilities pay for customized equipment and specialized supplies. Depending on the equipment category and funding model, ADP generally contributes up to 75% of an approved maximum amount. (Ontario)
Who May Qualify
Eligibility depends on the specific device category, but applicants generally must:
-
Be an Ontario resident
-
Have a valid Ontario Health Card
-
Have a long-term physical disability requiring eligible assistive equipment
-
Meet the clinical criteria for the applicable device category
-
Complete the required assessment and authorization process
For many devices, the process involves an ADP-registered authorizer and an ADP-registered vendor.
Potential xROVER Pathway
For an individual who requires specialized adaptive mobility, the first step should be a professional assessment to determine whether the recommended mobility solution falls within an ADP-eligible equipment category.
Supporting information may include:
-
Diagnosis and functional mobility needs
-
Current mobility equipment
-
PT / OT assessment
-
Positioning and safety requirements
-
Clinical justification
-
Recommended equipment and configuration
-
Vendor quotation
-
Applicable ADP documentation
xROVER Funding Note
xROVER is not automatically covered, listed or approved through Ontario’s Assistive Devices Program.
ADP maintains specific device, clinical, authorizer and vendor requirements. Families should therefore determine with their PT, OT or ADP authorizer whether the recommended adaptive mobility solution can qualify within an applicable ADP category before ordering equipment.
This distinction is especially important because other Ontario funding organizations may require the mobility device to receive ADP funding before they will contribute additional funding.
BEST FIRST STEP:
Ask your PT, OT or ADP-registered authorizer whether your mobility needs and recommended adaptive equipment may qualify through the Assistive Devices Program.

02 — EASTER SEALS ONTARIO EQUIPMENT FUNDING PROGRAM
Specialized Mobility Equipment Funding — Up to CAD $3,000
The Easter Seals Ontario Equipment Funding Program (EFP) is one of the strongest charitable equipment resources for eligible Ontario children and youth with physical disabilities.
For 2026, Easter Seals Ontario’s Approved Equipment List specifically includes Specialized Strollers within its Mobility Aids category, alongside manual wheelchairs, power wheelchairs, customized seating systems, walkers and other eligible mobility devices. (Easter Seals Ontario - Services)
Potential Funding
Easter Seals Ontario may provide:
Up to CAD $3,000 per eligible child, per calendar year
subject to eligibility, available fundraising dollars and individual approval. (Easter Seals Ontario - Services)
Who May Qualify
For Equipment Funding Program eligibility, the child or youth generally must:
-
Be under 19 years of age
-
Be a legal resident of Ontario
-
Have a valid Ontario Health Card
-
Have a permanent physical disability restricting independent mobility
-
Use a primary mobility device
-
Be registered as an Easter Seals Ontario client. (Easter Seals Ontario - Services)
Important Mobility Equipment Requirement
This is critical for xROVER families:
For Mobility Aids, Easter Seals Ontario currently requires ADP funding.
The organization states that scooters, wheelchairs, walkers and specialized strollers must be authorized by a healthcare professional and funded through Ontario’s Assistive Devices Program. The application must include documentation showing the ADP funding/submission and an equipment quotation. (Easter Seals Ontario - Services)
Potential xROVER Pathway
A potential request may therefore involve:
-
PT / OT or other authorized professional assessment
-
ADP eligibility and authorization
-
Documented need for specialized mobility equipment
-
Recommended configuration
-
Official equipment quotation
-
Easter Seals Ontario application
-
Additional funding sources where applicable
xROVER Funding Note
The fact that Specialized Strollers appear on Easter Seals Ontario’s Approved Equipment List does not mean that xROVER itself is automatically approved.
The specific mobility device must satisfy Easter Seals Ontario’s current requirements, including the ADP funding requirement.
There is another important operational issue for xROVER USA: Easter Seals Ontario currently requires vendors to be registered businesses located in Ontario. (Easter Seals Ontario - Services)
Therefore, xROVER USA should not promise direct Easter Seals funding until the applicable Ontario vendor pathway has been confirmed.
Families must also receive approval before ordering or receiving the equipment. (Easter Seals Ontario - Services)

03 — ASSISTANCE FOR CHILDREN WITH SEVERE DISABILITIES (ACSD)
Provincial Financial Support & ADP Cost Assistance
Ontario’s Assistance for Children with Severe Disabilities (ACSD) program provides financial support to eligible families caring for a child with a severe disability.
Unlike ADP, ACSD is not primarily an equipment purchasing program. Instead, it provides ongoing financial assistance for disability-related costs and can provide additional support connected to eligible assistive devices. (Ontario)
Financial Support
Depending on household income, family size and disability-related expenses, eligible families may currently receive:
CAD $25 to $678 per month
to help with extraordinary costs related to caring for a child with a severe disability. The maximum benefit increased effective July 1, 2026. (Ontario)
Assistive Device Support
This is why ACSD belongs in our Ontario TOP 3.
In addition to monthly financial assistance, eligible children may receive coverage for:
-
An assessment for an assistive device
-
The consumer contribution for a device provided through the Assistive Devices Program
-
Batteries and repairs for mobility devices
-
Other eligible health-related benefits. (Ontario)
This creates a potentially valuable combination:
ADP → primary equipment funding
ACSD → potential assistance with the family's ADP contribution
Who May Qualify
Eligibility considers factors including:
-
Child’s age
-
Severity of the disability
-
Household income
-
Family size
-
Extraordinary disability-related expenses
-
The level of assistance required with activities of daily living
The program is income-tested and individually assessed. (Ontario)
Potential xROVER Pathway
For an eligible family, the potential pathway may involve:
-
Clinical mobility assessment
-
Determination of ADP eligibility
-
ADP authorization for eligible equipment
-
Determination of the family's remaining contribution
-
ACSD review of applicable assistive-device support
xROVER Funding Note
ACSD should not be presented as a direct grant for purchasing an xROVER.
Its strongest relevance to an xROVER funding case is where the mobility device has first qualified through Ontario’s Assistive Devices Program, allowing an eligible ACSD family to explore assistance with the consumer contribution.

WHICH FUNDING PATH SHOULD YOU START WITH?
Not every funding program is appropriate for every family — and xROVER funding is never guaranteed.
For Ontario families seeking specialized adaptive mobility equipment, the funding pathway may depend on the individual's age, diagnosis, functional mobility needs, existing equipment, professional recommendation, ADP eligibility, household circumstances and whether additional charitable funding is required.
For many families, the logical sequence to explore is:
1. Clinical / PT / OT Assessment
↓
2. Assistive Devices Program (ADP)
↓
3. ACSD or Easter Seals Ontario, when eligible, to explore remaining eligible costs
This sequencing is particularly important in Ontario because Easter Seals Ontario currently requires Mobility Aids to have ADP funding, while ACSD can potentially cover the consumer contribution for a device funded through ADP. (Easter Seals Ontario - Services)
xROVER USA can help families identify potential funding pathways and organize the information needed to begin the process.
