TOP FUNDING OPTIONS — PRINCE EDWARD ISLAND

01 — ACCESSABILITY SUPPORTS (AAS)

Provincial Assistive Device & Mobility Equipment Funding

Prince Edward Island’s AccessAbility Supports (AAS) is the primary provincial funding pathway to explore for residents with disabilities who require disability-specific supports, technical aids, or assistive devices.

The program supports Islanders with physical, intellectual, neurological, sensory and/or mental disabilities who experience substantial impairment in activities of daily living. (Government of Prince Edward Island)

Importantly for xROVER families, Personal Supports available through the program can include:

  • Technical aids and assistive devices

  • Wheelchairs and other mobility-related equipment

  • Specialized care supports

  • Other disability-specific supports identified through the individual assessment and support-planning process. (Government of Prince Edward Island)

Who May Qualify

Applicants generally must:

  • Have a disability diagnosed by a health professional

  • Experience significant impairment resulting from the disability

  • Have a disability expected to last 12 months or longer

  • Be a Prince Edward Island resident with a provincial health number

  • Be a Canadian citizen or permanent resident

  • Be under age 65 when applying. (Government of Prince Edward Island)

How Equipment Funding Works

AAS uses an individualized assessment process.

A program staff member evaluates how the disability affects the applicant’s daily life and develops the appropriate support plan.

Current AAS policy specifically identifies positioning and ambulation aids, including wheelchairs, among the technical aids and assistive devices that may be considered based on the recommendation of a healthcare practitioner. (Government of Prince Edward Island)

Equipment requests are assessed based on factors including:

  • Support Needs Assessment

  • Collaborative Support Plan

  • Clinical assessments

  • Disability-specific needs

  • Healthcare professional recommendation

  • Other available funding, including private insurance. (Government of Prince Edward Island)

Client Contribution

Depending on income, an adult applicant may be required to contribute toward disability-specific supports.

However, PEI states that individuals eligible for Assured Income and applicants under age 18 are exempt from the client contribution. (Government of Prince Edward Island)

Potential xROVER Pathway

A potential xROVER request may involve:

  • Documented diagnosis and functional mobility limitations

  • Current mobility equipment

  • PT / OT or other healthcare professional assessment

  • Positioning and ambulation requirements

  • Explanation of unmet everyday mobility needs

  • Recommended xROVER configuration

  • Official equipment quotation

  • Review of private insurance or other available funding

xROVER Funding Note

xROVER is not automatically covered or approved through AccessAbility Supports.

There is also an important distinction in current AAS policy: sports and recreation equipment is specifically excluded from Technical Aids and Assistive Devices funding. (Government of Prince Edward Island)

For that reason, an xROVER request should only be explored when there is a genuine documented functional adaptive mobility / positioning need. xROVER USA should never represent the product to AAS merely as recreational or sports equipment for purposes of obtaining funding.

BEST FIRST STEP:
Speak with an AccessAbility Supports Coordinator and the applicant’s PT, OT or other healthcare professionalabout whether the individual's documented mobility and positioning needs may qualify under the Technical Aids and Assistive Devices policy.

02 — PEI FOUNDATION FOR PEOPLE WITH DISABILITIES — FOUNDATION AWARD

Financial Assistance for Children & Youth with Disabilities

The PEI Foundation for People with Disabilities, established by ResourceAbilities, provides a smaller but useful funding opportunity specifically for young Islanders living with permanent disabilities.

The Foundation's objectives include increasing the participation and inclusion of children with disabilities in Island life. (ResourceAbilities)

Potential Funding

The Foundation currently offers:

Six awards of up to CAD $500 each annually

toward costs for items approved by the Foundation's Board. (ResourceAbilities)

While this will generally not fund an entire xROVER, it may potentially serve as supplemental funding when combined with provincial, insurance, family or other charitable resources.

Who May Qualify

For the Foundation Award, applicants must:

  • Have a permanent disability

  • Be 19 years of age or younger at the time of application

  • Be a permanent resident of Prince Edward Island

  • Submit two reference letters with the application. (ResourceAbilities)

Successful applicants may reapply after three years.

The current annual application deadline is:

April 15

subject to the Foundation's current program rules. (ResourceAbilities)

Potential xROVER Pathway

For an eligible child or youth, the Foundation Award may potentially be explored as part of a broader funding plan involving:

  • Disability-related adaptive mobility need

  • Explanation of how the equipment supports participation and inclusion

  • Professional recommendation where available

  • xROVER configuration and quotation

  • Primary provincial or insurance funding

  • Foundation Award as supplemental funding toward the remaining cost

xROVER Funding Note

The Foundation Award is not an xROVER-specific or guaranteed equipment grant.

All proposed uses of funding are subject to review and approval by the Foundation's Board.

Because the maximum award is relatively small compared with the cost of specialized adaptive mobility equipment, xROVER USA would normally consider this a supplemental funding resource rather than the primary funding pathway.

03 — MUSCULAR DYSTROPHY CANADA — EQUIPMENT PROGRAM

Diagnosis-Specific Assistive & Mobility Equipment Support

For Prince Edward Island residents living with a neuromuscular disorder, Muscular Dystrophy Canada can provide an additional national funding pathway worth exploring.

This is not a universal PEI disability program. It should be presented as a diagnosis-specific resource for individuals who meet Muscular Dystrophy Canada's eligibility requirements.

The PEI disability-resource system identifies the Muscular Dystrophy Equipment Program among available financial assistance and equipment resources for Islanders with disabilities. (pe.211.ca)

Who May Qualify

Eligibility depends on Muscular Dystrophy Canada's current program requirements and generally requires the applicant to be affected by an eligible neuromuscular disorder and meet applicable registration, equipment and funding criteria.

Potential xROVER Pathway

For an eligible individual with a neuromuscular condition, a potential adaptive mobility request may involve:

  • Confirmed eligible diagnosis

  • Functional mobility limitations

  • PT / OT or other professional recommendation

  • Existing mobility equipment

  • Clinical justification for additional adaptive mobility support

  • Recommended xROVER configuration

  • Official quotation

  • Documentation of other funding sources being pursued

xROVER Funding Note

xROVER is not automatically approved or funded by Muscular Dystrophy Canada.

Any request would require individual review under the organization's current equipment-funding policies.

Because this program is diagnosis-specific, it should only be recommended to families whose medical circumstances fall within Muscular Dystrophy Canada's eligibility requirements.

IMPORTANT SUPPORT RESOURCE

CHILDREN WITH COMPLEX NEEDS PROGRAM

Funding & Service Navigation

I would add this immediately below the TOP 3 because PEI launched/updated a particularly useful provincial navigation resource in 2026.

The Children with Complex Needs Program supports children and youth with ongoing health, developmental, behavioural or mental-health needs and helps families navigate multiple services and systems. (Government of Prince Edward Island)

The program can help families:

  • Understand available options and next steps

  • Connect with healthcare, education, community and social programs

  • Coordinate multiple providers and services

  • Identify priorities and support needs

  • Connect with resources that may help with costs associated with medical supplies, equipment or travel. (Government of Prince Edward Island)

Families may self-refer, or a service provider can make the referral. (Government of Prince Edward Island)

xROVER USA Recommendation

For a child with complex needs whose family is uncertain which PEI funding program should be approached, this can be a valuable navigation resource before or alongside an equipment funding request.

It is important, however, not to describe the Children with Complex Needs Program itself as an equipment grant.

WHICH FUNDING PATH SHOULD YOU START WITH?

Not every funding program is appropriate for every family — and xROVER funding is never guaranteed.

For most Prince Edward Island families exploring disability-related adaptive mobility equipment, AccessAbility Supports should be the primary provincial pathway to investigate first.

The appropriate funding strategy may depend on the individual's age, diagnosis, functional mobility needs, current equipment, professional recommendations, private insurance, household circumstances and whether the equipment satisfies AAS technical-aid requirements.

For eligible children and youth, the PEI Foundation for People with Disabilities may provide supplemental assistance. Families affected by an eligible neuromuscular disorder may also explore Muscular Dystrophy Canada.

xROVER USA can help families identify potential funding pathways and organize the information needed to begin the process.
