01 — QUÉBEC ASSISTIVE DEVICES PROGRAMS
Provincial Adaptive Mobility & Special-Needs Stroller Support
Québec’s Assistive Devices Programs are the primary provincial pathway to explore for residents who require specialized equipment because of a physical or intellectual disability or autism spectrum disorder (ASD).
The programs provide specialized assistive devices following a comprehensive assessment of the individual’s needs. Their purpose is to support autonomy, safety, continued participation in daily life, and social, educational and professional integration. (Gouvernement du Québec)
Importantly for xROVER families, Québec specifically identifies the following among mobility-related assistive devices:
-
Manual and powered wheelchairs
-
Positioning bases and posture supports
-
Walking aids
-
Three- and four-wheeled mobility scooters
-
Special-needs strollers
-
Adapted bicycles and tricycles for children. (Gouvernement du Québec)
Who May Qualify
The programs are intended for Québec residents who have:
-
A physical disability
-
An intellectual disability
-
Autism spectrum disorder
-
A functional need requiring an eligible specialized assistive device
Temporary disabilities are generally not eligible.
Eligibility and the appropriate device are determined through an individualized professional assessment. (Gouvernement du Québec)
How Equipment Funding Works
If an assistive device request is approved, eligible equipment may be:
-
Provided on loan at no cost, or
-
Reimbursed according to the applicable MSSS or RAMQ program rules.
The recommended device must address an identified functional need, and where multiple devices can meet that need, the program generally favors the simplest and most economical appropriate solution. (Gouvernement du Québec)
Potential xROVER Pathway
A potential xROVER request may involve:
-
Diagnosis and functional mobility limitations
-
PT / OT assessment
-
Walking tolerance over medium and longer distances
-
Current mobility equipment
-
Positioning and safety requirements
-
Need for an adaptive stroller or mobility system
-
Explanation of unmet functional mobility needs
-
Recommended xROVER configuration
-
Applicable clinical documentation
xROVER Funding Note
xROVER is not automatically covered or approved through Québec’s Assistive Devices Programs.
There is also an important limitation: Québec states that assistive devices intended for leisure and sports activities are generally not covered, with an exception for certain adapted tricycles and bicycles. (Gouvernement du Québec)
Therefore, an xROVER funding request should only be explored where there is a legitimate documented functional mobility, positioning, safety or daily participation need.
It should not be presented as medically necessary equipment simply because a family would like to use xROVER for hiking, jogging or recreational activities.
BEST FIRST STEP:
Speak with the individual’s Occupational Therapist, Physiotherapist or rehabilitation team about whether an adaptive stroller or other mobility aid is clinically appropriate and whether the individual may qualify under the applicable Québec assistive-device program.

02 — RAMQ — DEVICES THAT COMPENSATE FOR A PHYSICAL DEFICIENCY
Provincial Mobility Equipment Coverage
The Régie de l’assurance maladie du Québec (RAMQ) administers an important equipment program covering the purchase, replacement and repair of eligible technical aids used to compensate for a permanent motor impairment.
Covered categories include locomotor aids, walking aids, positioning aids, standing aids, orthoses and prostheses. (RAMQ)
For xROVER families, one detail is particularly important:
RAMQ specifically identifies adapted strollers as locomotor aids. (RAMQ)
Who May Qualify
Applicants generally must:
-
Have a physical impairment
-
Hold a valid Québec Health Insurance Card
-
Meet the specific clinical and program requirements associated with the requested device
Depending on the circumstances and device, medical documentation or a prescription from an authorized healthcare professional may also be required. (RAMQ)
Clinical Assessment Pathway
Québec’s regional rehabilitation system plays an important role in determining eligibility and selecting equipment.
For example, the adapted-stroller program administered in the Capitale-Nationale region describes a process involving:
-
Assessment by an Occupational Therapist or Physiotherapist
-
Submission of the required adapted-stroller documentation
-
An authorized RAMQ prescription from a specialist physician where required
-
Program review for RAMQ eligibility
-
Equipment ordering following approval
-
Professional fitting and adjustment when the stroller is delivered. (Ciusss Capitale-Nationale)
For eligible children and adolescents in that program, RAMQ assumes the purchase and maintenance cost of the approved adapted stroller. (Ciusss Capitale-Nationale)
Potential xROVER Pathway
A potential request may involve:
-
Permanent motor impairment
-
Inability or significant limitation walking medium or longer distances
-
PT / OT mobility assessment
-
Positioning requirements
-
Clinical justification for an adapted stroller
-
Review of currently approved equipment
-
Recommended configuration
-
Applicable RAMQ authorization
xROVER Funding Note
The fact that RAMQ recognizes adapted strollers as an eligible equipment category does not mean xROVER itself is automatically RAMQ-approved.
RAMQ operates according to specific equipment lists, tariffs, contracts, clinical criteria and authorized provider processes.
In fact, RAMQ introduced a new list of wheelchairs, positioning bases and related pricing effective September 1, 2026 through August 31, 2029, illustrating that covered equipment is governed by defined current contracts and lists. (RAMQ)
Therefore, xROVER USA should not promise RAMQ coverage until the applicable rehabilitation program confirms that the requested xROVER configuration can qualify.

03 — SUPPLEMENT FOR HANDICAPPED CHILDREN
Provincial Financial Support for Families
For families with an eligible child under age 18, Québec provides additional financial assistance through the Supplement for Handicapped Children, administered by Retraite Québec.
Unlike the first two pathways, this is not an equipment-specific grant. It provides ongoing financial assistance to families caring for a child whose physical impairment or mental function disability significantly limits the child’s ability to perform age-appropriate life habits and is expected to last at least one year. (Gouvernement du Québec)
2026 Financial Support
For 2026, the Supplement for Handicapped Children provides:
CAD $241 per month
CAD $2,892 per year
for each eligible child.
The amount is the same regardless of family income and is non-taxable. (Retraite Québec)
Who May Qualify
Eligibility is determined individually based on the child's condition and the severity of functional limitations.
The application includes both:
-
A Parent’s section, and
-
A Professional’s section, completed by the physician, Physiotherapist, Occupational Therapist or other professional who knows the child’s condition.
Medical, rehabilitation, educational and psychosocial information may all be considered during the assessment. (Gouvernement du Québec)
Additional Support for Children with Exceptional Care Needs
Families caring for a child with severe and multiple disabilities or complex medical-care requirements may also qualify for the separate:
Supplement for Handicapped Children Requiring Exceptional Care
For 2026, this additional benefit provides:
Tier 1 — CAD $1,215 per month / $14,580 per year
Tier 2 — CAD $808 per month / $9,696 per year
for eligible children. (Retraite Québec)
This benefit is in addition to the regular Supplement for Handicapped Children when the applicable eligibility requirements are met. (Gouvernement du Québec)
Potential xROVER Pathway
These benefits are not tied directly to purchasing an xROVER.
Instead, they can strengthen the family's overall financial resources for the additional costs associated with raising and caring for a child with a significant disability.
For an xROVER family, the broader strategy may therefore involve:
Provincial equipment program / RAMQ
↓
Private insurance or other available benefits
↓
Family disability benefits and other resources for remaining disability-related expenses
xROVER Funding Note
The Supplement for Handicapped Children is not an xROVER equipment grant and should never be represented as direct xROVER coverage.
It is an ongoing provincial financial benefit paid to eligible families and can form part of the family's broader disability funding strategy.

WHICH FUNDING PATH SHOULD YOU START WITH?
Not every funding program is appropriate for every family — and xROVER funding is never guaranteed.
For Québec residents seeking specialized adaptive mobility equipment, the most appropriate pathway may depend on the individual's age, diagnosis, permanent functional limitations, walking ability, positioning requirements, existing equipment, professional recommendations, private insurance and eligibility under RAMQ or other provincial programs.
For a child or adolescent with a documented mobility impairment, the logical pathway to explore is generally:
1. PT / OT or Rehabilitation Assessment
↓
2. Québec Assistive Devices / RAMQ Eligibility Review
↓
3. Adapted Stroller or Other Mobility Device Determination
↓
4. Explore Additional Family Benefits or Other Funding for Remaining Needs
Québec's system specifically recognizes special-needs/adapted strollers as mobility equipment, making the province particularly relevant for an xROVER funding assessment. However, the clinical team and applicable provincial program—not xROVER USA—must determine whether the specific xROVER configuration satisfies the program's requirements. (Gouvernement du Québec)
xROVER USA can help families identify potential funding pathways and organize the information needed to begin the process.
