01 — SASKATCHEWAN AIDS TO INDEPENDENT LIVING (SAIL)

Provincial Mobility & Disability Equipment Support

The Saskatchewan Aids to Independent Living (SAIL) program is the primary provincial pathway to explore for Saskatchewan residents who require disability-related equipment, devices, products or supplies.

SAIL is administered by the Saskatchewan Ministry of Health and is designed to help people with physical disabilities live more active and independent lives.

One of its Universal Benefits Programs is specifically dedicated to:

Mobility and Assistive Devices — Special Needs Equipment. (Saskatchewan)

Who May Qualify

To qualify for SAIL, an individual generally must:

  • Be a Saskatchewan resident

  • Have a valid Saskatchewan Health Services Number

  • Be referred by an authorized healthcare professional

  • Receive the service in Saskatchewan unless Saskatchewan Health provides prior authorization

  • Not be eligible to receive the same benefit through another government agency, such as SGI, Workers’ Compensation, Veterans Affairs or applicable federal programs. (Saskatchewan)

Mobility Equipment Support

SAIL provides a basic level of coverage for disability-related equipment and operates a provincial mobility-equipment program.

Eligible Saskatchewan residents may receive mobility aids such as:

  • Manual wheelchairs

  • Power wheelchairs

  • Walkers

  • Positioning and mobility-related equipment

  • Transfer equipment

  • Other approved special-needs equipment. (Saskatchewan)

The equipment pathway is administered in partnership with SaskAbilities through the Special Needs Equipment Program.

Potential xROVER Pathway

A potential xROVER request may involve:

  • Documented long-term physical disability

  • Functional mobility assessment

  • Current mobility equipment

  • Walking tolerance and mobility limitations

  • Positioning and safety requirements

  • PT / OT recommendation

  • Clinical justification for specialized adaptive mobility

  • Review of appropriate equipment options

xROVER Funding Note

xROVER is not automatically covered, approved or available through SAIL.

SAIL operates according to defined equipment categories, clinical requirements and provincial program policies. Much of the Special Needs Equipment Program operates through a loan model rather than unrestricted reimbursement for equipment purchased by the family. (Saskatchewan)

An xROVER request should therefore be explored with the individual's healthcare team before any purchase is made.

BEST FIRST STEP:
Ask your Occupational Therapist or Physical Therapist whether your documented mobility needs may qualify for support through SAIL and whether an adaptive mobility solution such as xROVER could be considered within the applicable equipment pathway.

02 — SASKABILITIES SPECIAL NEEDS EQUIPMENT PROGRAM

Mobility Equipment & Pediatric Mobility Support

The SaskAbilities Special Needs Equipment Program, funded by Saskatchewan Health, provides mobility and environmental equipment to eligible Saskatchewan residents.

This is particularly relevant for families exploring adaptive mobility because the program specifically includes pediatric mobility aids as part of its equipment inventory. (SaskAbilities)

Who May Qualify

The Equipment Loan Program is available to Saskatchewan residents who:

  • Have a valid Saskatchewan Health Services Card

  • Have an identified equipment need

  • Obtain the required equipment requisition from an Occupational Therapist or Physical Therapist

Families who are not currently working with a PT or OT can seek a referral through their physician, hospital, rehabilitation program or community healthcare centre. (SaskAbilities)

What Equipment May Be Available

Current mobility equipment categories include:

  • Standard manual wheelchairs

  • Reclining manual wheelchairs

  • Ultralight manual wheelchairs

  • Tilt-in-space wheelchairs

  • Power wheelchairs

  • Wheelchair cushions

  • Walkers

  • Postural walkers

  • Forearm crutches

Importantly, the program also specifically lists pediatric mobility aids, including the Convaid Cruiser and Kid Kart. (SaskAbilities)

That makes this pathway particularly relevant to our funding library because Saskatchewan's existing system already recognizes specialized pediatric mobility equipment beyond conventional wheelchairs.

How the Program Works

Equipment must be requisitioned by a PT or OT.

The Special Needs Equipment Program then provides eligible equipment through its Saskatchewan Health-funded equipment inventory and loan system. (SaskAbilities)

Potential xROVER Pathway

For an xROVER family, the process may begin with:

  • PT / OT mobility assessment

  • Review of existing mobility equipment

  • Functional mobility and positioning evaluation

  • Identification of unmet mobility needs

  • Consideration of available provincial pediatric mobility equipment

  • Clinical discussion of whether another specialized adaptive mobility solution is required

xROVER Funding Note

xROVER is not currently identified on SaskAbilities' published Special Needs Equipment list and should not be represented as an approved SaskAbilities device.

The fact that the program already provides specialized pediatric mobility aids such as the Convaid Cruiser and Kid Kart demonstrates that this is a relevant clinical and equipment pathway, but it does not establish xROVER eligibility. (SaskAbilities)

The family and PT / OT should first determine whether existing program equipment can meet the individual's needs and whether a different adaptive mobility solution may be considered.

03 — SASKATCHEWAN ASSURED INCOME FOR DISABILITY (SAID)

Disability Income & Individual Support

The Saskatchewan Assured Income for Disability (SAID) program provides long-term financial support to eligible adults with significant and enduring disabilities.

Unlike SAIL, SAID is not primarily an equipment funding program. It provides income support and additional disability-related benefits based on an individual's circumstances and needs. (Saskatchewan)

Who May Qualify

An applicant generally must:

  • Be 18 years of age or older

  • Live in Saskatchewan

  • Be a Canadian citizen, permanent resident or otherwise meet the applicable residency/status requirements

  • Have insufficient financial resources to meet basic needs

  • Have a significant and enduring disability

  • Experience substantial impact on daily living activities. (Saskatchewan)

The program specifically recognizes that an eligible individual's disability may result in the need for:

  • An assistive device

  • Assistance from another person

  • A service animal

  • Another disability-related accommodation. (Saskatchewan)

Disability Impact Assessment

Eligibility includes a Disability Impact Assessment, which evaluates whether the applicant has a significant and enduring disability and how that disability affects everyday functioning. (Saskatchewan)

Potential xROVER Pathway

For an eligible adult xROVER user, SAID may form part of the individual's broader disability-support strategy.

A typical pathway may involve:

SAIL / Clinical Equipment Assessment
↓
Determine available provincial mobility equipment
↓
SAID and other disability benefits for eligible disability-related living needs

xROVER Funding Note

SAID should not be presented as a direct xROVER equipment grant.

Its primary purpose is income and disability-related support rather than purchasing a specific adaptive mobility product.

For equipment needs, SAIL should generally be explored first.

SAID may nevertheless be relevant for eligible adults when developing a broader funding strategy around disability-related expenses and supports.

WHICH FUNDING PATH SHOULD YOU START WITH?

Not every funding program is appropriate for every family — and xROVER funding is never guaranteed.

For Saskatchewan residents seeking specialized adaptive mobility equipment, the most appropriate pathway may depend on age, diagnosis, functional mobility needs, current equipment, PT / OT recommendations, existing government benefits and whether the individual qualifies for provincial equipment programs.

For most adaptive mobility cases, the logical pathway to explore is:

1. PT / OT Mobility Assessment
↓
2. Saskatchewan Aids to Independent Living (SAIL)
↓
3. SaskAbilities Special Needs Equipment Program
↓
4. Additional disability benefits or other funding resources when required

Because SAIL and SaskAbilities are interconnected within Saskatchewan's provincial equipment system, families should not purchase an xROVER expecting reimbursement before determining eligibility and obtaining the appropriate program guidance or authorization. (Saskatchewan)

xROVER USA can help families identify potential funding pathways and organize the information needed to begin the process.
