TOP FUNDING OPTIONS — YUKON

01 — CHRONIC DISEASE AND DISABILITY BENEFITS PROGRAM

Territorial Medical Equipment Funding

The Yukon Chronic Disease and Disability Benefits Program is the primary territorial funding pathway to explore for residents who require medical equipment because of a chronic disease or disability.

The program can help eligible Yukon residents pay for:

  • Medical equipment

  • Medical and surgical supplies

  • Prescription drugs

  • Prostheses

  • Other eligible disability-related health needs. (Yukon)

Importantly, Yukon specifically identifies manually operated wheelchairs and walking aids among examples of medical equipment that may be covered.

The program also states that assistance may sometimes be available for other equipment required for medical reasons when approved in advance by the individual's health practitioner. (Yukon)

Who May Qualify

Eligibility depends on the individual's medical condition, disability, residency and other available health coverage.

The requested equipment must:

  • Help manage the individual's chronic disease or disability

  • Be medically required

  • Be recommended by a health practitioner

  • Meet applicable program criteria

  • Be approved when prior authorization is required

Private or employer health insurance must generally be used first. The Yukon program functions as a payer of last resort for costs not paid by other applicable coverage. (Yukon)

How to Apply

A doctor must normally apply to the program on the individual's behalf.

For residents of Yukon communities without a resident physician, a community health nurse may submit the application.

Most importantly:

The application should be made before purchasing the equipment. (Yukon)

Purchases Outside Yukon

This provision is particularly relevant for xROVER USA.

Yukon allows equipment to be purchased outside the territory, but the family should already have program approval. In some circumstances, reimbursement can be requested after purchase, but the claim must be submitted within one year. (Yukon)

For an xROVER case, I would therefore strongly recommend obtaining written authorization before orderingrather than relying on retrospective reimbursement.

Potential xROVER Pathway

A potential xROVER request may involve:

  • Documented chronic disability

  • Functional mobility limitations

  • Current mobility equipment

  • Walking tolerance

  • Positioning and safety requirements

  • PT / OT assessment where appropriate

  • Physician or healthcare practitioner recommendation

  • Medical justification for specialized adaptive mobility

  • Recommended xROVER configuration

  • Official equipment quotation

  • Prior authorization

xROVER Funding Note

xROVER is not automatically covered or approved through the Chronic Disease and Disability Benefits Program.

The fact that Yukon covers manual wheelchairs, walking aids and potentially other medically necessary equipment establishes a relevant pathway, but does not establish coverage for xROVER itself.

Another important limitation is that the program will not fund medical equipment when appropriate equipment can instead be borrowed through a hospital or the Canadian Red Cross. (Yukon)

BEST FIRST STEP:
Speak with your physician or healthcare professional about whether your documented functional mobility needs may qualify for specialized medical equipment through the Chronic Disease and Disability Benefits Program.

02 — YUKON DISABILITY SERVICES

Assistive Technology & Individual Disability Support

Yukon's Disability Services provides coordinated supports for people with disabilities and their families.

For children, Children's Disability Services supports Yukon residents under age 19 whose disability significantly affects typical day-to-day activities. Services are available throughout Yukon and can include Occupational Therapy, Physiotherapy, respite, inclusion support and other individualized services. (Yukon)

Most importantly for our xROVER Funding Library, the Government of Yukon's current 2026 Disability Services operational policies specifically include:

“Discretionary funding for assistive technology or transportation.”

That makes Disability Services a meaningful second pathway to explore rather than simply a general disability-information resource.

Who May Qualify

For Children's Disability Services, eligibility generally requires:

  • Yukon residency

  • Child under 19 years of age

  • A disability significantly limiting day-to-day functioning

  • Supporting report or assessment

  • Completion of the Disability Services eligibility process. (Yukon)

The program also expects families to explore applicable resources such as private insurance or employee benefits. (Yukon)

Clinical Support

This pathway is particularly useful because Children's Disability Services can provide access to both:

Occupational Therapy
and
Physiotherapy

for eligible children. (Yukon)

That creates a useful clinical pathway for evaluating:

  • Mobility limitations

  • Positioning

  • Transfers

  • Safety

  • Existing equipment

  • Functional participation

  • Need for assistive technology

Potential xROVER Pathway

A family already connected with Disability Services may explore whether discretionary assistive-technology funding could apply to an individually documented adaptive mobility need.

Supporting information may include:

  • Disability assessment

  • PT / OT evaluation

  • Functional mobility needs

  • Existing mobility equipment

  • Explanation of unmet needs

  • Recommended adaptive mobility solution

  • xROVER configuration

  • Official quotation

  • Other funding resources already explored

xROVER Funding Note

xROVER should not be represented as automatically eligible for discretionary assistive-technology funding.

Discretionary funding means the request is subject to individual program assessment, applicable policies, available resources and approval.

For children, I would recommend involving the Children's Disability Services social worker together with the PT / OT team before preparing an equipment request.

03 — NON-INSURED HEALTH BENEFITS (NIHB)

First Nations Medical & Mobility Equipment Coverage

For eligible First Nations residents of Yukon, the federal Non-Insured Health Benefits (NIHB) program provides another important funding pathway.

NIHB provides eligible clients with supplementary coverage for health benefits that are not otherwise available through territorial health insurance, private insurance or another applicable program.

Coverage includes:

  • Prescription and over-the-counter medications

  • Dental care

  • Vision care

  • Mental health counselling

  • Medical transportation

  • Medical supplies and equipment. (Open Government Portal)

Who May Qualify

NIHB generally covers eligible individuals who are:

  • First Nations persons registered under the Indian Act

  • Recognized Inuit clients

  • Certain eligible young children of NIHB clients

and who meet the program's Canadian residency and health-insurance eligibility requirements. (Open Government Portal)

For Yukon, this pathway is particularly relevant to eligible First Nations families.

Mobility Equipment Coverage

NIHB maintains specific Medical Supplies and Equipment benefit criteria covering eligible mobility equipment.

Coverage depends on:

  • Medical necessity

  • Applicable benefit category

  • Recognized prescriber or recommender

  • Clinical documentation

  • Approved provider requirements

  • Pricing policies

  • Prior authorization where required

NIHB can also consider certain items outside its standard benefit list in exceptional circumstances when an exceptional medical need is demonstrated and supported by medical evidence. (Kanada)

Potential xROVER Pathway

A potential request may involve:

  • Confirmed NIHB eligibility

  • Documented mobility impairment

  • PT / OT or other recognized professional assessment

  • Existing mobility equipment

  • Functional mobility limitations

  • Positioning and safety requirements

  • Medical justification

  • Recommended xROVER configuration

  • Official quotation

  • Prior approval

xROVER Funding Note

xROVER is not automatically an NIHB-approved mobility device.

The specific configuration would need to satisfy an applicable NIHB benefit category or, where appropriate, be considered under the program's exception process.

Families should not purchase an xROVER expecting NIHB reimbursement before eligibility and authorization have been confirmed.

WHICH FUNDING PATH SHOULD YOU START WITH?

Not every funding program is appropriate for every family — and xROVER funding is never guaranteed.

For Yukon residents exploring specialized adaptive mobility equipment, the logical pathway will generally depend on the individual's eligibility:

Yukon resident with a qualifying chronic disease or disability
→ Chronic Disease and Disability Benefits Program

Child or individual already supported through Yukon Disability Services
→ Explore Disability Services and discretionary assistive-technology funding

Eligible First Nations client
→ Explore Non-Insured Health Benefits (NIHB)

The appropriate pathway may also depend on age, diagnosis, functional mobility needs, existing equipment, professional recommendations, private insurance and whether another program can provide or loan appropriate equipment.

For many cases, the process should begin with:

1. PT / OT or Healthcare Professional Assessment
↓
2. Document Functional Mobility & Medical Need
↓
3. Determine the Appropriate Yukon / NIHB Funding Pathway
↓
4. Obtain Prior Authorization
↓
5. Order Equipment Only After Funding Is Confirmed

xROVER USA can help families identify potential funding pathways and organize the information needed to begin the process.
